These requirements apply to the extension of service to any premise or facilities used primarily for oil production, processing and "in-field" pumping.

Getting a power line installed to a new oil field facility

There are two parts to getting electrical power to your site:

  1. The first is the installation of the power line
  2. The second is the installation of the meter

Nine steps to getting a power line installed to a new oil field service:

  1. Apply early in the planning stage by contacting us in writing or by completing the online application form. If you are applying on behalf of the owner, please provide the owner's contact name, address and phone numbers. Clearly identify the person who will provide information for service design and installation and differentiate it from the information required for invoicing and monthly billing.
  2. Indicate on the application whether your lease agreement with the landowner allows us to install overhead and/or underground lines.
  3. Your application must be accompanied by an electronic copy of the approved plan in AutoCAD Version 2000 or higher. The plan must show the following:
  4. The lease site
  5. The lease roads
  6. The pipeline right of ways
  7. The plan should also tie the site to adjacent surveyed section lines and road allowances.
  8. We will provide you with a tracking number for your service application. Keep this number for reference if you need to call us.
  9. We will provide you with a price for electrical service at your location. A letter of quote will be provided for your approval and signature. This quote is valid for 30 days. In order to proceed, this document must be signed and returned to us along with a payment, if required. Your prompt attention will decrease your wait time for service.
  10. Once we've received your signed approval to proceed, a site visit will be arranged and a construction drawing will be prepared. This construction design will be provided to the owner for approval and signature. Any additional documents that require signing (easements) will also be included. Read these documents carefully. Once signed, any changes you request to service location or design details may result in additional charges.
  11. We will apply for any necessary permits, easements and regulatory approvals required to construct your service on your behalf. Since these approvals are requested from outside organizations, this process may impact service delivery timelines. Construction crews will be tentatively scheduled.
  12. The area where electrical facilities will be installed must be within 150mm (6") of finished grade and must be clear of debris or obstructions.
  13. If applicable, we will forward a final invoice to you after construction has been completed.

Two steps to getting a meter installed to an oil field service:

  1. You must purchase and submit an electrical permit to the SaskPower Electrical Inspections Department before your meter can be installed. See the gas and electrical permits and inspections page for information and to download a permit form. The Electric Service Requirements (Section 1) document contains more information on the electrical permit requirements.
  2. The land location listed on the electrical permit must match the land location provided on the service application. Without this document, we will not install the meter or energize your service.

Overhead and buried facilities

We normally install overhead facilities along road allowances and buried facilities off of the road allowance. Circumstances may dictate that an overhead service remains or is installed.

As part of supplying service we normally provide the transformers and all associated hardware, which includes:

  • The poles
  • The concrete vaults
  • The primary cable
  • The ground grids for the transformer

The location of the supply transformer and the point of delivery will be by mutual agreement after technical and accessibility issues have been considered.

Point of delivery

The point of delivery for oil field customers when served from an overhead system will normally be within the road allowance for services under 200-amps.

For larger services, the point of delivery must be within three to 10 metres of the pole. When served from an underground system, the point of delivery is normally the secondary bushings of a pad-mount transformer, or a customer supplied splitter within three to 10 metres of the transformer.

When the main service size exceeds 800-amps, or where the service would exceed three conductors per phase, you are responsible for supplying and installing the secondary cables.

We will not provide secondary cables beyond the point of delivery.

Please note:

The meter installation is separate from the service installation and therefore may not occur at the same time.

We will provide electrical system parameters to help you design a quality compliant system. Services that do not comply with the power quality limits for harmonics and flicker set out in the Electric Service Requirements (Section 3) may be disconnected until deficiencies are corrected.

This new electrical service will be put into account billing and be subject to minimum bills when the meter is installed or sixty (60) days after service has been made available, whichever is sooner.
