The 2011 Green Options Partners Program is now closed. We are reviewing the program criteria and expect to make an announcement regarding the 2012 program by the end of April.

Generate and sell clean electricity

The Green Options Partners Program streamlines the process by which medium-sized clean power producers can generate and sell between 100 kilowatts (kW) and 10 megawatts (MW) of electricity to SaskPower.

2011 Lottery selections

A total of 20 projects, approximately 50 megawatts, were selected for our 2011 program.

Changes to the 2011 Green Options Partners Program on our website:

  • May 12 - updated draft Power Purchase Agreement
  • May 16 - changed site control requirements section on the application form, renamed section to Representatives, Warranties and Acknowlegements (with added clause). SaskPower will still accept applications submitted on the previous form

Costs

There is no charge to apply for the Green Options Partners Program lottery.

However, all applicants must provide a certified cheque to pay for a Generator Interconnection Feasibility Study (Feasibility Study) for the proposed project. If you are chosen through the lottery process, you will be committed to proceeding with the Feasibility Study. A further study, the Generator Interconnection System Impact Study (Impact Study) may also be required.

Costs for successfully chosen applicants include interconnection and network development costs. The network development costs for projects interconnected at voltages 34.5 kV and below are shared equally with SaskPower (50 per cent each), to a maximum of $35/kW of installed capacity on the part of SaskPower. The network development costs for projects interconnected at voltages 72 kV and above will fall exclusively to the power supplier.In both cases interconnection costs fall to the power supplier.

Purchase rates

What you will be paid per Megawatt-hour (MWh) depends on your target commercial operation date and your actual commercial operation date. You will be paid the lesser of the two energy tariff rates based on the dates above. For example, if you are targeting 2011 but end up actually producing power in 2012, you would be paid the 2011 rate because it is lower than the 2012 rate.

Energy tariff rates are the same for peak and off-peak generation, the same for all power production technologies and guaranteed even if the program is cancelled or altered.

Periodic reviews

We're committed to periodic reviews of the Green Options Partners Program. These reviews will include the 50MW purchase cap, the percentage of wind generation included in the purchase cap, the payment rates, the escalation rates, the eligible clean power technologies and other smaller aspects of the program.

Any changes made to the program in the future will only affect future contracts. Contracts that have been signed prior to any and all changes will be bound by the rates, terms and conditions agreed to in the contract at the time it was executed.
